Racy subincludes

I've set up a simple Go repo (currently private, sorry, y'all's can't see what I'm up to yet) and am seeing occasional (~1 in 3) failures with third_party/go/BUILD:3:1: error: name 'go_toolchain' is not defined.

I have preloadsubincludes = ///go//build_defs:go, basically this is all pretty normal (a couple of go_librarys, one go_test and a few go_repos and whatnot in third_party/go. One would expect that preload to happen before any lines of //third_party/go/BUILD get evaluated.
