Configure plugin version in .plzconfig

We currently require that you set Target = on the plugin section in the plzconfig to point to a subrepo that provides the plugin.

We could optionally allow this to be configured like so:

[Plugin "go"]
Revision = v1.6.0

this is actually all the information we need. This could register a subrepo using plugin_repo automatically reducing friction.
