Data driven decisions based on data from PyPI

Is your feature request related to a problem? Please describe.

As a user of Thoth, I would like to get guidance on which software is used in the Python community. Besides https://github.com/thoth-station/prescriptions-refresh-job/issues/41, we can also include statistics aggregated from PyPI's BigQuery.

Describe the solution you'd like

Implement a handler in prescriptions-refresh that obtains relevant data from PyPI's BigQuery data set and creates prescriptions out of it to additionally guide users. We can start with small steps here

  • [ ] Notify users
  • [ ] adjust the resolution process to respect data available (e.g. suggest library versions based on Python version - package X in version Y is more often used on Python 3.8 than version Z).

Issues go stale after 90d of inactivity. Mark the issue as fresh with /remove-lifecycle stale. Stale issues rot after an additional 30d of inactivity and eventually close.
