Identify titles of books referenced in metadata entries

The main issue is how to identify that a book title is being referenced in a title, subtile, abstract, ToC .... Typically this is done by italicising the title - and that information is lost in present data ONIX allows some html tags for some catagories: https://www.editeur.org/files/ONIX%203/APPNOTE%20HTML%20markup%20in%20ONIX.pdf footnote 2 suggests the cite tag should be used for book titles. But do all required fields allow html tags? What about other output formats (kbart, marc etc)? How can the html codes inserted be controlled - stopping publishers entering unallowed html tags etc?
