have you tried running your app with sudo? I faced today similar problem with OpenCV 4.0.1 in a complex scenario (used in library called by mono runtime). Running app with sudo worked. Without - I've go the error you mentioned.
I suspect I must have tried that.
In the end, what worked somehow, is that I created a virtual python environment. After "workon name-here" it does run. Magic.
I'm getting the same error on a RPi4 as well running Raspbian. It used to work until a few weeks ago, not sure if anything changed because of system upgrades. Running as root solves the issue, but running my scripts as root isn't really an option in my case. Is it possible to identify what's the root cause?
