servers saying they are stopping but aren't

how do i fix servers saying they are stopping but aren't doing so? 8 of my servers have been doing this for about 20 hours now and wont fix

You can either cancel the process, or stop the servers from Nitrado's control panel. The deploy process checks the server status every 3 seconds waiting for the status to say stopped. So in theory, if the servers actually stop, Beacon should notice that.
