Confusing layers

Hello. I am getting confused about some packages in this example. I see port package in the application layer. I think It should be in the domain package, Am I wrong ?

Also, the use case is an implementation of an input port, so why SendMoneyUseCase is an interface ? and why it is in the application layer ??
