World deletion blacklist file

What problem does this feature solve?

Add somewhere in the files to fully blacklist the deletion of a world, even if someone were to have permissions to delete it otherwise in-game. Could be in the config/worlds folder, or be it's own file. This is mainly for owners/developers who want to ensure with certainty that only they and others with file access could possibly delete certain highly important worlds in case of any rouge or hacked high ranking staff.
