User restrictions not working on first use

My system: Core 2024.8.3 Supervisor 2024.08.0 Operating System 13.1 Frontend 20240809.0 Running in Oracle VirtualBox on a Windows 11 PC.

I've given a group of trusted colleagues access to my HA instance via the cloud/Nabu Casa. They share a login (user = RNLI) and browser_mod is set to hide the sidebar and make a dashboard called RNLI the default for user RNLI. All other controllable dashboards are set to be not visible to user RNLI.

When a new browser/device accesses my HA instance, after logging in successfully they are shown the default HA dashboard (the one with all the entities shown). ie the browser_mod controls don't work at first. If they close the browser & try again, most often they will get the desired experience (single dashboard, no sidebar).

If I restart VirtualBox after a crash most often they will be shown the HA default dashboard again until they go through the same process described above.

I have selected Auto-register in the Browser_mod control panel.

I don't get any error messages and I can't see anything relevant to browser_mod in home-assistant.log.

How can I get new browsers to be limited as setup in Browser_mod control panel on their first use?
