Can a browser mod popup be displayed when the brower is minimised?

Hi Thomas, I'm wanting to add HA information as a graphical overlay to a TV picture as described here:

Is it possible to use browser mod popups when the browser is minimised? What I want to show is just a popup, without any browser background etc.
