Add ability to insert budget data directly in BHIMA instead of using the CSV import process

Create a new modal in the Budget Page that will allow the user to insert budget data directly rather than using the CSV import process.

This modal could allow editing the current budget numbers or entering new budget data.

This modal should only be available by a new permission to those with a need to do this. This might be limited to the chief account, for example, so that normal users, including other accountants would not be able to change these values. That permission might also be used to only allow users with that permission to do the CSV budget import since those are functionally equivalent.
