RFE: add "UI language" preference

Feature request

I'm using Gourmet on a computer running a localized copy of Windows. As a result, Gourmet (quite helpfully) defaults to using the system language for it UI. However, I'd much rather have it use English instead.

There does not currently seem to be an option for this. I'd therefore like to suggest that one be added.
