[BACKLOG] Migrate review alerts to Discord

Problem

Prior to using Discord as our main communication channel, we were using Slack. Right now, we have a webhook for alerting that there are new reviews waiting to be approved every day at 7PM. Since we're no longer using Slack, We should move it to Discord instead.

Task Description

Create a new Discord bot for review alerts. Have it fire a new alert message whenever a new review is created, with a link to the admin page for approval/rejection.

Additional Context

Maybe we can prototype using Discord webhooks first, but the reason I'm suggesting a bot is so we can update the alert message that the review has been approved/rejected (webhooks can only create new messages).
