child alarms messages are getting cleared when tedge-c8y mapper goes down and comes back

Describe the bug An alarm message was sent to the child device when the tedge-mapper is down, and then the mapper comes up and starts processing the message. When it processes these messages, it's clearing the alarm messages.

To Reproduce -connect to c8y -send an alarm message -stop the c8y mapper -send an alarm message -start the mapper -check the alarm messages on the c8y portal it was supposed to be 2 but it clears all the existing alarm messages.

This is the expected behavior, when the alarm messages are sent without retaining enabled then the alarms get cleared.
