add method to set split time

Add a method to set the DCF split time. Enables the adoption of different pulse length without changing the define in DCF77.h

Hi, thanks for your commits. I will review them as soon as I can, but I need to take some time, as apparently there are some conflicts that need to be resolved. I believe these are mainly because of spaces and such,
