Enhancement: Start job from beginning safeguard

When there are errors in a job, there should perhaps be a safeguard to "Start Job From Beginning" as opposed to retrying failed tasks. Both are green buttons, and the former could potentially be considered a destructive behavior if there are tasks in a failed state.

ie a prompt that says "are you sure you want to restart the job? There are currently failed tasks in the DAG"
