add github actions workflow

Work on this has begun but I need to fix the YAML.

Before fixing this however, Ive found some of the tests break locally too. This happens for the explorer and indeed some tests are hanging for the prompt. I think this has something to do with the piping from one program to another.

For now I'm remove the old gitlab-ci workflow from the master branch.
