Add validations for refund amount > payment amount in refund form

In the v1 registration system, there is no error raised either in the UI or in the API return payload when an amount exceeding the total amount paid by the user is entered. The refund does appear to fail, but silently.

Haven't checked behaviour in v2 registrations
