Qualifications: Add new WCRP options to qualification options

New options as follows:

• Qualification for a competition can be to have an existing WCA ID
• Qualification for one blindfolded event can be used for any other blindfolded event (for example, a competitor must have a sub-5:00 3BLD single to qualify for MBLD)

These qualifications will only be enforced in the new Registration System, so all we need to do is make sure that these options exist in the event selection frontend. No logic needs to be added.
