Agree on a new project management structure

Issues experienced so far:

  • we only want current milestones to show up - how then do we handle issues belonging to future milestones? Put them all in a label and then transition them when the time comes? Might be the best option.

Should we have a "General priorities" milestone as a catch-all for other issues we're working on?
