Expose incidents via api

Is your feature request related to a problem? Please describe. I'm developing wcaregs which is simply a website that combines the regulations and guidelines into a single to read and search document. A further development of it could be everything related to a given regulation such as the incidents it relates to.

Describe the solution you'd like I'd like incidents to be exposed via the rest api with query params so that I can query for incidents that relate to a given regulation.
