Allow editing of region names in region management panel

We are adding new regions for Canada, East and West. I created Canada West, and then realized I probably should have parentheses to be stylistically consistent. I can't edit this through the UI, can you go into the DB and update it to Canada (West)? (also maybe add a UI affordance to edit the name

Where do we store these region names in DB?

I believe it's in the user_groups table
