Delete documents/WCA_Vision_and_Strategy.pdf

With #12697 merged, we no longer need to worry about dead links pointing to the old Vision and Strategy document - so it can be removed, as was proposed to happen in #501.

@thewca/board @ohexter please confirm this is the desired path forward.
