sof [RTNR] Reserve more memory for RTNR for ADL platform

This PR cherry-picks #88925cd from main to adl-004-drop-stable to reserve more memory for RTNR.

@mwasko fyi. @MingJenTai has the 10ms topology part been merged to adl-004 branch ? (i.e. it's safe to merge this PR now) ?

We are still optimizing memory usage in an effort to reduce our footprint, so this is a moving target still
