Can't craft seeds

When i try to make seeds from wheat I only get the option to make flour. Is this intended?

I believe it is, Seeds have never that I'm aware of come from wheat (In regrowth or in vanilla minecraft). Flour from wheat was added by Natura, seeds drop in regrowth (rarely) from the dead grass, tall dead grass and yellow dead grass.

However in vanilla minecraft you get extra seeds if you break wheat. This is not the case in Regrowth as far as I have noticited

Breed for more seeds or use other vanilla seeds for botania recipes such as pumpkins since you can get 16 seeds on one 10 10 10 plant from agricraft.
