Remove `Features.md`

What does this implement/fix? Explain your changes.

  • Documents Prefix.pch's provided functionality and deprecation
  • Creates SIMBL.md file for future SIMBL tweak documentation
  • Removes Features.md now that all items have been documented or are amply referenced in user-facing logs (e.g., implicit UIKit importing for OSX app targets)

Does this close any currently open issues?

Feel pretty good about the items in Features.md having been sufficiently documented. If there were any prior items, removed in https://github.com/theos/theos.dev/commit/1dc23040c5b141334634d150b4cc963f7dc8f860, or in this pr that reviewers feel have not, feel free to mention them and I can take a second look.
