Auto-scale of queue workers for large portals

The auto-certification can take a long time. We want it to just work away happily in the background, at a reasonable speed, so we might need to automatically scale up workers on other machines. Not sure how this currently works, so perhaps it's not necessary, but we'll need to take a look.
