Identify Federal and State/City/Other datasets in US imports

Once #1138 is made we will need a way to identify from metadata whether a dataset has been released by the US Federal Government, in which case the data is automatically under Public Domain (in the US) , or if it has been created by a State/City or Other organisation in which case it needs to be released under an open license in order to qualify as open data.
