US jurisdiction licensing questions

There is a change to the licensing section of the US jurisdiction questionnaire.

The licensing section first asks if the data was created by the US Government and asks different sections based on the answer to this question.

It seems logical that this question should be required as otherwise the licensing issues of the data aren't considered and it seems too easy to get certified as Open Data.

If we do make it required it will have implications for how easy it will be to import from US data portals (such as data.gov) as while the datasets on data.gov are tagged as Federal, State, City etc, the api does not seem to expose this.
