Disable Certain Day

I Want to disable all sundays from (10:00 AM To 12:00 AM) and (4:00 PM to 6:00PM). By doing so i dont want users to create events on all sundays between (10AM To 12 :00 AM) and (4:00 PM to 6:00PM).
