Sync GameToken files from Libs to Levels

files like GT_Global in Libs don't actually do anything, it's the level files that are important. But editing all the level files is a pain, so syncing the gametokens files from Libs to Levels would make life easier for modders. On top of that, assuming we add better support for custom level file merging (custom merging policies), syncing would allow mods reliant on global gametokens to function in custom levels without the need for a specific patch for that level.
