Delivery Submission Issue

I think I discovered a bug/quirk with CLEO script loading. I have a couple of CLEO mods that add submissions to the game. One I've often played the game with is a CLEO mod that adds a delivery submission to pickup trucks and vans. When running this mod through modloader I get the prompt to press '2' to enable the delivery submission, but when I do press that key, nothing happens. I had this happen on a separate, newly-downloaded mod and I dismissed it as something wrong with that particular mod, but the Delivery CLEO has always worked in the past. Acting on this hunch, I installed the Delivery CLEO 'traditionally' and removed the mod from mod loader. This made the Delivery mission trigger correctly, and I was able to play it and complete it with no problem at all.

Perhaps there is an issue with loading CLEO missions?
