Run tests after build before install

  1. After building a package, run its self-tests (if they exist)
  2. if the self-tests fail (not just fail to exist, but if a test fails), send some sort of report with platform information to ... somewhere.

Will require oasis-db to report deps for tests, asking gildor for this...
