About caculation of PAGA connectivity score

Hello, I'm new to PAGA connectivity score. I don't understand how paga connectivity score is calculated.

Can anyone explain what's mean of random assignment of edges?

And if the under graph is KNN graph, There is one 'inter edge' between blue cluster and gray cluster? I don't known the mean of inter edge.
