Handle missing config file

Gracefully handle the config file not existing. The CLI flag for the file is now optional, but the file still needs to exist. This would go a step further to only demand the file be present if it is strictly necessary. For example, if all required configuration is provided on the command line, a config file need not exist. This would make it easier to script Intern.
