`quire preview` could regenerate PDF input files on all changes

Proposed change
It seems like right now quire preview normally doesn't regenerate pdf.html and pdf.css on all changes, which makes it a little tricky to see the effect of changes on the PDF—if you view pdf.html, or run quire pdf, you still get the old styles and content.
As a workaround, I've discovered that if you make a meaningless edit to package.json (say adding a newline somewhere) while in quire preview, this does trigger rebuilding pdf.html and pdf.css.
Potential Impact
I'm not sure -- it might make quire preview updates a little slower? But it could probably be done asynchronously.

…although, hmm, in a new project it seems like they are being rebuilt on all changes? If no one else has run into this, I'll keep an eye on it and see if I can figure out when it stops happening.
