Add ability to subscribe on runner state changes

Currently runner state of bigtest changes without any notifications, simply reassign new state to bigtestGlobals's runnerState field. If someone wants to integrate the bigtest's agent into his system that would be nice if we provide the ability to subscribe on runner state changes
