GlobalParams.h not found and what dependency resolves this is not stated.

Compilation on Linux Debian fails even after al dependencies are resolved because <GlobalParams.h> can not be located. Why is this ?? And what libraries are needed to resolve this. I have tried installing poppler but that hasn't yielded any results.
