Swith to use openvox repo

The goal of this to have a openvox_repo template which configures the repo to get openvox similar to the puppetlabs repo. Sooner or later, we can then drop the puppetlabs-repo. I would prefer to drop the puppetlabs_repo pretty soonish but its not my decision.
