Regenerate spec for rubygem-newt

Right now, the rubygem-newt is not part of the nightly; I hope this can fix the problem.

Oh, I just noticed: we did build it for EL8 but not for EL9.

The job is failing with:

RPM build errors:
error: File not found: /builddir/build/BUILDROOT/rubygem-newt-1.0.1-1.el9.x86_64/usr/lib64/gems/ruby/newt-1.0.1
    File not found: /builddir/build/BUILDROOT/rubygem-newt-1.0.1-1.el9.x86_64/usr/lib64/gems/ruby/newt-1.0.1
Finish: rpmbuild rubygem-newt-1.0.1-1.el9.src.rpm
Finish: build phase for rubygem-newt-1.0.1-1.el9.src.rpm

But why it can't find the rpm or what does it mean I really don't know. @theforeman/packaging any tips?

0.9.7 didn't work on Ruby3, so we never built it :)

One last question before I merge this: is the code in https://github.com/theforeman/foreman-discovery-image compatible with 1.0 newt?

I'm working on the EL9 version, and for the EL8 version, there are no plans for additional releases.
