foreman-documentation Recommendation for connected and disconnected user

After the Prerequisistes in the Importing a Red Hat subscription manifest into Satellite Server section, we need to recommend users to create a manifest from access.redhat.com or via console.redhat.com.

@bangelic Not only the link, but the whole first prerequisite. We could do here something similar to #3010, except that in here we can use a condition for connected/disconnected.

Otherwise it won't render correct output for the Managing Content guide.
