Admin cannot unban a user after banning them

Currently, once an admin bans a user, there is no way to reverse the action and unban the user. This restricts moderation flexibility and could lead to permanent bans even when they're no longer necessary.

Requested Feature: Add functionality that allows admins to unban previously banned users via the admin panel or relevant endpoint.
