[FEATURE] Add an Incident Notification System.

Detailed description

I propose we develop an Incident Notification System that will serve different purposes such as , customizable subscriptions , educational content and maybe real-time alerts on cybersecurity incidents or found vulnerabilities.

Context

This feature could be crucial not only for educational purposes but also for helping the users interact and keep track on updates and user related content.

Possible implementation

It could leverage APIs from respected cybersecurity data sources and incorporate machine learning to categorize and prioritize alerts based on user preferences.
