Adding smart contract for Voting Dapp

Task is to make contract which helps in conducting elections and allows people to vote for a candidate, get vote count, get results, etc.

@manisha-27 Start searching for all the things needed in a voting dapp and start writing the smart contract. It should be as much as configurable as possible. Do not hardcode anything!
