Non-root block app

I've a flow in Automagic to kill some apps after doze mode in entered. It works. I would like to use the new Force Doze blocklist instead but it requires root. Why? Wouldn't it be possible to stop a task without any root permission whatsoever?

Because the app doesn't force stop applications, it disables them so they don't automatically start again, for example, due to a FCM notification. Disabling is more effective, hence the reason it's used. Although I can definitely add force stopping for non-root users, it won't be as effective.
