Periodic API tests

Once tests are mocked (#97), add a separate test suite, with a github action to run ~monthly to make sure the tests still work (hitting the actual data). It might make sense to coordinate this with the main tidytuesday repo, running real tests against the API whenever a new dataset is released (to catch errors before they're reported by users).
