LocalHost not updating?

I'm just testing out basic html/css and have changed the background image to something new but localhost still shows me the old one? Is there something I'm missing here?

I've even gone so far as to delete what's in the stylesheet and still localhost does not update.

Did you try reloading the browser? It is usually caused by browser's caching. Also try private browsing.
