Multiple tracking context

It would be interesting to have more than one context to report, including context "redirects". goals

  • be able to separate preload/prefetch components - first wave and second wave reports to different trackers
  • be able to support loading "isolation" - component could track own components, and kick off the loading process when needed. Import for interactivity included.
