Queue TarkovTracker quest updates

In the event someone is loads past logs to catch up their TarkovTracker automatically, queue requests if the TarkovTracker API responds with a rate-limit reponse.

This is partially addressed with #50, which uses the new /progress/tasks endpoint for updating multiple task statuses in one API call.
