Bot does not complain about insufficient powerlevel in appservice management room.

If you are a certain Caaaatttt you might have forgotten to give your Draupnir Main for the appservice PL 50 in its management room in production and run into a few funny behaviors due to that. (Might have somehow crashed the whole AS during this whole ordeal. Not sure what i did to crash it and no i dont think this crashed it as it was not actually a fatal error in the log just a regular non fatal one.)

So ye we should yell at the admin to give the bot the PL it needs. And no crashing is NOT desirable as we all know how Synapse will treat us like shit for crashing. Screaming at the admin should be enough.
